1. Service Description

LegisMCP is an open-source MCP (Model Context Protocol) server that provides AI agents with access to U.S. legislative data from Congress.gov. The service is available as a local tool via npx legismcp or via the hosted remote endpoint.

2. API Key Requirement

A Congress.gov API key is required to use LegisMCP. You can obtain a free key at api.congress.gov/sign-up. You are responsible for keeping your API key secure and for all usage associated with it.

3. Data Collection

When using the hosted remote endpoint, we store a SHA-256 hash of your Congress.gov API key along with first-seen and last-used timestamps. We do not store your actual API key, and the hash cannot be reversed to recover it. This data is used solely for usage tracking and abuse prevention.

4. Acceptable Use

You agree not to abuse the service, including but not limited to: excessive automated requests, attempting to circumvent rate limits, or using the service for any unlawful purpose.

5. No Warranty

The service is provided “as is” without warranty of any kind. Legislative data is sourced from Congress.gov and may be subject to delays or inaccuracies. We are not responsible for the accuracy or completeness of the data.

6. Open Source

LegisMCP is open source under the MIT License. You are free to self-host your own instance. These terms apply specifically to the hosted service at legismcp.com.
